Which operating system you are using? If you are using windows 7 then click on organize then Layout and tick on "menu bar"!

Well, the new versions do have a built in file, edit, view and tools options on the toolbar and one doesn’t need to make any special settings changes to make these options visible all the time. And they will be always aligned to the left.

In windows - Right-click on an empty portion of the top of the Window. For example, right-click next to the Favorites gold star and in the menu that appears click Menu Bar.

In internet Explorer - If you wish to have the File, Edit, View menu always shown like previous versions of Internet Explorer follow the below steps.
Click the Tools button.
Click Menu bar.
